DECA partners participated at Good Energy” conference in Croatia

KLIK Energy Cooperative (Križevci, Croatia) and OTRA (Island Development Agency, Cres, Croatia) participated in the “Good Energy” conference, where they presented the international DECA – Danube Energy Communities Accelerator project. The project and its upcoming solutions were introduced by Martina Nemčić (KLIK) and Luka Cergolj (OTRA).

The conference gathered community energy initiatives from across the region, providing a space to exchange experiences, challenges, and lessons learned. Participants also heard from a representative of the European Commission, who presented the Citizens’ Energy Package, followed by discussions on how current policies affect the development of energy communities in Croatia, Serbia, and Slovenia.

Earlier this year, the European Commission launched the Citizens’ Energy Package (CEP) — a framework designed to empower citizens and local communities in the energy transition. The package focuses on improving consumer rights, enabling active participation in energy production and consumption, tackling energy poverty, and ensuring a fair transition that includes all citizens.

During the event, KLIK and OTRA presented several key DECA project outputs currently being developed:

  • A comprehensive training programme for citizens and local groups interested in starting or strengthening community energy initiatives.

  • A Toolkit, available in 2026, which will include a practical methodology for developing energy communities, community activation tools, and technical concepts to simplify project development.

  • The establishment of an Energy Community Hub in Croatia, designed to support existing communities, provide training and guidance, and help launch new community energy projects across the country.

Through DECA, KLIK and OTRA aim to accelerate the creation of citizen-led energy communities in Croatia, strengthen local capacity, and ensure that community energy becomes a key pillar of a fair and resilient energy transition.
