DECA Transnational Meeting and Learning Lab

The DECA Transnational Meeting and Learning Lab, held on 10–11 March 2026 in Cetinje, Montenegro, brought together partners from across the Danube Region for two days of focused exchange, cooperation, and strategic learning on how to best catalyse and accelerate community energy in diverse local contexts.

Hosted by the Agency for Development and Business Support Cetinje, the meeting highlighted the value of strong partnerships in creating space for dialogue, cooperation, and new pathways for action. The event also reflected projects active role in supporting knowledge development and enabling frameworks for future energy community initiatives, including in Montenegro.

At the heart of the meeting was the Learning Lab — a structured exchange of pilot experiences focused on community energy activation, co-creation processes, and lessons learned from working with local stakeholders across the region. This format once again proved its value: not only as a space for peer learning, but as a practical tool for building the internal capacities of participating organisations, strengthening their approaches, and supporting the uptake of community energy solutions on the ground.

By connecting different geographical settings, institutional realities, and pilot experiences, DECA continues to show how transnational cooperation can help turn shared knowledge into stronger local action for a more resilient, inclusive citizen-led energy transition.
