Solution - Output 2.4 Co-designed D4SEE Capacity Building Programme for sustainable and resilient Social Enterprises and Local Public Authorities

A validated capacity-building programme supporting stronger social economy ecosystems in the Danube Region

Output 2.4 presents the final validated version of the D4SEE Capacity Building Programme (CBP), developed through a co-design process and refined following the pilot implementation carried out across the Danube Region. Building on the project's microlearning approach, the programme provides a flexible framework that supports the development of knowledge, skills and cooperation between social enterprises (SEs), local public authorities (LPAs) and other ecosystem actors.

Rather than offering a fixed sequence of training activities, the validated programme promotes a modular learning model that combines facilitated training sessions, mentoring, individual online micro-learning and networking opportunities. The pilot phase demonstrated that this integrated approach better responds to the different roles, needs and levels of experience of participants while encouraging long-term engagement and practical application of knowledge.

The programme was designed around differentiated learning pathways for its two main target groups. For social enterprises, it focuses on strengthening entrepreneurial, managerial and digital skills, improving communication and cooperation with public authorities, and supporting sustainable organisational development. For local public authorities, it aims to increase understanding of the social economy, strengthen cooperation with social enterprises and encourage the use of appropriate policy instruments and support mechanisms. Mentors and other ecosystem actors are also included as facilitators who contribute to knowledge transfer, guidance and long-term sustainability.

The validated Capacity Building Programme combines several complementary components, including Train-the-Mentors activities, mentoring sessions, training workshops, self-paced online micro-learning courses delivered through the D4SEE digital platform, and networking activities that encourage collaboration and peer learning. The programme can be adapted to different national and institutional contexts while maintaining a common methodological framework that supports replication across the Danube Region.

The document also identifies the main lessons learned during the pilot phase and provides recommendations for future implementation. The validated programme is designed to support long-term sustainability and future replication by offering a flexible approach that can be adapted to different national and institutional contexts.
