A practical methodology transforming pilot experience into transferable solutions for strengthening Social Economy ecosystems

Output 3.3 presents the D4SEE Social Economy Support Methodology, a jointly developed transnational framework that transforms the practical experience gained through the five pilot actions into transferable implementation models. Rather than proposing a single approach, the methodology is structured around five complementary solution modules, each directly derived from one of the pilot actions implemented in Bosnia and Herzegovina, Croatia, Hungary, Serbia and Slovakia. Together, these solutions provide practical guidance for strengthening cooperation between Social Enterprises (SEs), Local Public Authorities (LPAs) and other ecosystem actors across the Danube Region.

Building on the lessons learned during pilot implementation, the methodology documents practical solutions addressing different dimensions of social economy development, including strategic planning, socially responsible public procurement, local purchasing communities, labour market integration of vulnerable groups and municipal governance improvement. Each solution follows a common structure describing the identified challenges, implementation experience, proposed solution, transferability, required resources and practical implementation guidance, enabling users to adapt the approaches to their own territorial context.

A key strength of the methodology is its flexibility and transferability. It has been designed to support users operating in different governance environments and at different levels of institutional maturity. By combining strategic recommendations with practical implementation steps, the methodology enables local and regional authorities, social economy support organisations and other stakeholders to select and adapt the most relevant solutions according to local needs, capacities and priorities.

The methodology demonstrates that sustainable social economy development depends on structured cooperation between public authorities and social economy actors, supported by participatory governance, stakeholder engagement and evidence-based decision-making. The five pilot-based solutions show that practical, locally adapted interventions can strengthen institutional capacity, improve collaboration and generate long-term benefits for more inclusive and resilient local ecosystems.

Beyond documenting the project experience, Output 3.3 provides a practical resource for replication and future policy implementation. It supports the long-term uptake of the D4SEE Strategy by facilitating knowledge transfer, encouraging the adoption of tested collaborative models and promoting sustainable cooperation between public institutions and social economy actors throughout the Danube Region and beyond.
