Innovative Social and Health Services in Moldova: Focus on Legislation, Digitalization, and Specialized Care
On June 17, 2025, an online platform meeting under the Caring Communities project spotlighted Moldova’s advancements in social and health services. Supported by the Danube Interreg program and coordinated by TÖOSZ, the event brought together 56 participants from nine countries to explore Moldova’s legal reforms, digital tools, and community-based care models.
Key Highlights:
National Reform – RESTART Program:
Oleg Barcari from the Moldovan Ministry of Labor and Social Protection presented the RESTART reform, aimed at overhauling the social care system through integrated services, digitization (via eSocial and SIAAS), and personalized care planning. The initiative emphasizes autonomy, professional training, and resource allocation to support vulnerable populations.Challenges in Dementia Care:
Vladislava Tcaci of the Straseni local government highlighted the lack of national dementia legislation and called for person-centered care. She stressed the need for early diagnosis, specialized institutions, and collaborative efforts between civil society and the public sector.Digital Solutions from CASMED:
Andrian Buga introduced CASMED’s electronic management system for home care, operational in 30 communities. This system improves care coordination, reporting, and data security, offering a scalable model for social care providers.Palliative Care Efforts:
Natalia Carafazi from Hospice Angelus Moldova outlined the country’s palliative care landscape, largely driven by NGOs. She called for better coordination between care providers and health institutions, emphasizing the importance of needs-based planning and reliable data.
The event, held in English with Hungarian and Romanian interpretation, facilitated meaningful exchanges and practical insights into Moldova’s social care evolution. A recording is available via the project’s LinkedIn group.
