Until September 2027, the Danube4Rural Consortium – bringing together 12 committed partners from across the Danube Region – will co-develop an integrated transnational governance model to help rural communities adapt to the growing needs of remote workers and employer organisations.
By addressing the challenges of depopulation, digitalisation, and labour market transformation, the project will support rural areas in becoming attractive, resilient, and future-ready living and working environments. Through policy innovation, pilot activities, and strong cross-border cooperation, Danube4Rural will foster local capacity building, knowledge transfer, and long-term impact across Europe’s heartland.

Danube4Rural.com addresses the widespread challenge of rural depopulation in the Danube Region by tapping into the emerging potential of remote work. As people continue to leave rural areas in search of better opportunities, these communities face the erosion of public services, declining economic competitiveness, and diminishing intellectual capital. Compounding the issue is the limited capacity of rural authorities to engage in transnational cooperation and craft future-oriented policy responses.
Project Objective
The project’s core ambition is to develop a transnational governance model that will help rural communities attract remote workers and employer organisations. It leverages the natural advantages of rural areas—such as quality of life, open space, affordability, and environmental value—while enabling local and regional authorities to align their policy frameworks with the realities of the global remote work landscape.
A key innovation lies in the creation of three policy packages—focused on quality of life, financial incentives, and regulatory frameworks. These will be developed jointly by 12 project partners and 11 associated strategic partners across 11 countries, working hand-in-hand with public authorities, businesses, and domain experts.
Deliverables
The project will establish a Remote Workers Policy Hub to support the development and testing of targeted solutions, backed by transnational research into the motivations and barriers individuals face when considering relocation to rural areas. The consortium will deliver:
- 3 Policy Packages (Quality of Life, Financial Incentives, Regulatory Framework)
- 1 Joint Action Plan
- 1 Integrated Governance Model
- 4 Pilot Actions in disadvantaged rural regions
- 1 Remote Workers Policy Hub
- 10 Pilot Territories for live testing
- 1 International final conference to ensure knowledge transfer and scalability
