Twinning Actions: How PlaceCRAFT’s Rural Placemaking Model Is Spreading Beyond the Pilot Regions

From the start, the project set out to test rural placemaking and sustainable tourism solutions in five pilot regions across the Danube area, and then find a way to pass what works on to communities who weren’t part of the original pilots. That’s exactly what Twinning Actions is for. It’s one of PlaceCRAFT’s core tools, and this autumn it moves from planning into practice, as the first twinning exchanges get underway.

The idea in plain terms

Twinning Actions connects rural municipalities and public institutions — communities that are not among PlaceCRAFT’s five pilot regions — with one of those pilot regions, so they can follow the process up close, learn from it, and later test a similar solution at home.

Instead of starting from scratch, a twinning partner gets to watch a real placemaking or tourism intervention unfold in another country, ask questions, meet the people who built it, and then bring the parts that fit back to their own village.

Why it matters

A huge number of rural villages across the Danube region share the same struggles — fading local identity, underused public spaces, tourism that never quite takes off, communities that feel disconnected from decision-making. Very few of them have the chance to see, first-hand, how another village solved the exact same problem.

Twinning Actions closes that gap. It lets participating settlements:

• learn what tools are actually working in other villages, not in theory but in practice;

• get hands-on methods for improving their public spaces and strengthening local identity;

• pick up approaches for boosting regional tourism and community life;

• apply solutions that have already been tested, rather than reinventing them.

The goal is straightforward: create real impact beyond the original pilot areas, by transferring knowledge, skills and good practice to new rural settlements.

The methodology behind it

Twinning Actions works through a deliberate matching process, followed by two learning phases.

Partners aren't paired up by geography or convenience. Each twinning partner is matched with one specific pilot region based on similar challenges, similar regional context, and the type of solution being piloted there — a village working on wetland tourism and riverfront placemaking gets matched with a pilot region tackling that same issue, not with whichever village happens to be closest. And every pairing crosses a border: a twinning partner always follows a pilot region outside its own country, so the exchange stays genuinely cross-border rather than turning into a local visit.

A two-phase journey, running through 2026 and 2027

Once a pairing is confirmed, each twinning partner goes through two phases.

Phase 1 // Following the Pilot Projects: Observation & Learning

The twin settlement follows its matched pilot project from the outside: regular updates and newsletters, insight into the local challenges, the placemaking methods being used, the tourism and community solutions being tried out. They attend the kick-off event, where the pilot project is introduced, and the final event, where the results are presented. At this stage the point is simply to understand how the solution works in practice, before attempting to copy it.

Phase 2 // Training & Local Application

Here the twinning partner moves from watching to doing. Over a 2–3 day on-site training and workshop session, they take part in bilateral learning sessions with their matched pilot region, host an on-site meeting in their own village, go through theoretical training on methods, tools and best practice, and run small-scale practical workshops. They present their own settlement's challenges, work directly with experts and partners, and adapt the solution to fit their local context.

Where things stand right now

The groundwork for Twinning Actions was laid between the end of 2025 and spring 2026: defining the purpose, drafting the first wave of activities, preparing communication materials, and reaching out to potential settlements. By spring 2026, five twinning pairs had been confirmed, each matched to one of PlaceCRAFT's pilot regions based on shared challenges and complementary goals.

This autumn, the first wave of Twinning Actions is getting underway, with kick-off events starting across the different pairings. Over the coming months, twinning partners will follow their matched pilot projects up close, and reports from these first exchanges will start coming in. The second wave, where twinning settlements start adapting these solutions at home, is planned for 2027, once the pilot solutions have been documented and turned into training material.
