
New REHEATEAST Report Sheds Light on DHC Systems Across Central and Eastern Europe
The REHEATEAST project has just released its landmark report, Comparative Analysis of the Institutional, Legal and Financial Status Quo of District Heating and Cooling (DHC), offering critical insights into the current state of DHC systems across participating countries. Authored by experts from the Jožef Stefan Institute in Slovenia, the document maps out the sector’s structural, legal, and financial landscape—highlighting both shared challenges and regional disparities.
Despite increasing interest in clean energy, the report finds that most DHC systems remain heavily reliant on fossil fuels, facing issues like outdated infrastructure, weak investment incentives, and low consumer engagement. While some regions demonstrate progress in aligning with EU energy goals and integrating renewables, others lag due to governance gaps, fragmented planning, and limited technical readiness.
The report emphasizes the urgent need for modernization, improved regulatory coherence, and more innovative financing models. It also calls for stronger social equity measures and greater consumer involvement to ensure DHC’s role in a just and climate-resilient energy transition.
