Affordable housing in Virovitica: new legislation, new responsibilities for local authorities

The City of Virovitica, a project partner in NONA whose pilot activity focuses on affordable housing, is hosting a Croatian-language webinar on the newly adopted Affordable Housing Act (Official Gazette 45/2026) and its practical implications for local and regional self-government units.

Why does this matter? Affordable housing featured as one of the central themes at the NONA Forum "From Plan to Square Metre: Solutions That Transform Cities". Since then, a new legislative framework has been adopted, placing concrete obligations on municipalities, towns, and counties whilst opening new avenues for proactive local housing governance.

What the webinar covers Drawing on the key provisions of the Act and practical case examples, the webinar will address:

  • obligations and implementation timelines under the Act

  • financial implications for local and regional self-government units

  • implementation models and distribution of responsibilities (local authorities, the Agency for Transactions in Immovable Property, and other stakeholders)

  • options for retaining local control through implementation criteria

  • the role of regional development agencies

  • the development of local and regional housing programmes

  • asset protection and long-term fiscal impacts

Who should attend? The webinar is designed for mayors, municipal heads, county prefects, heads of administrative departments for spatial planning, asset management, and finance, as well as directors and staff of local and regional development agencies.
