Creating a Favorable Legal Framework for Energy Communities in Romania

The conference “Integrating the Local Perspective into National Energy and Climate Strategies” was held in Bucharest, gathering key stakeholders and decision-makers to discuss the development and integration of Energy Communities in Romania. Organized by Energy Cities Romania, the event featured representatives from the Ministry of Energy, the main decision-making body on Energy Communities in the country. Sorin Elisei, Director General within the Ministry of Energy, emphasized the importance of cooperation between local and national authorities in implementing the National Energy and Climate Plan (NECP), which includes measures aimed at promoting energy self-consumption and fostering the growth of renewable Energy Communities, in accordance with Directive (EU) 2018/2001.

In May 2024, the Ministry of Energy formed a Working Group to develop Energy Communities in Romania. This group aims to establish a legal framework that enables consumers to access locally produced renewable energy. Energy Cities Romania, as an active member of this group, contributes significantly to the improvement of policies governing the creation and operation of Energy Communities.

Public Policy Recommendations for Energy Communities

In this context, Mariana Țînțărean from Energy Cities Romania, shared, “Our policy recommendations, developed as part of the NRGCOM project, are designed to create a supportive and efficient legal framework for Energy Communities in Romania. We believe these measures will facilitate local energy autonomy and give communities greater access to renewable resources, helping to drive the country’s energy transition.”

These recommendations have been submitted to the Ministry of Energy, aiming to shape clear and effective public policies that support the establishment and operation of Energy Communities across the country.

Andrei Ceclan, Energy Communities Ambassador for the NRGCOM project, highlighted the benefits of Energy Communities, stating, “Energy Communities offer a powerful solution for efficient energy management, enhancing energy security, and protecting vulnerable consumers. Local initiatives, such as the one we implemented in Buteni where over 180 homes are now equipped with solar panels, demonstrate how these communities can reduce reliance on conventional energy sources and create a fair framework for redistributing energy benefits.”

Despite Romania’s existing legislation providing a general framework, Andrei emphasized that “the effective implementation of Energy Communities requires additional clarity and financial support. By simplifying administrative procedures and refining regulations, we can accelerate the growth of these communities and contribute to a cleaner, more sustainable energy future.”

The conference underscored the critical role of innovation and collaboration between national authorities, experts, and local communities in achieving sustainable energy targets. It also provided a valuable platform to formulate policy recommendations, including those developed by the NRGCOM project, within the context of anticipated legal changes aimed at establishing a supportive environment for the growth and operation of Energy Communities in Romania.
