Energy Communities and Government Emergency Ordinance 59/2025: NRGCOM’s perspective on the green transition
NRGCOM, funded through the Interreg Danube Region Programme, accelerates the transition toward climate neutrality through the direct involvement of Energy Communities. The project connects citizens, authorities and businesses within a participatory ecosystem, transforming renewable energy into a common good that is accessible and sustainable. NRGCOM supports the establishment of Energy Communities by striving to reduce dependence on conventional energy sources, lower costs for vulnerable households and stimulate green investments at the local level.
GEO 59/2025: a more energy-community-friendly legislative framework
The new emergency ordinance represents a step forward in the democratization of energy. It provides flexibility and diversity in the activities eligible for Energy Communities, paving the way for innovative projects:
Installation of photovoltaic panels at household level
Development of local production capacities
Energy storage solutions and even the transport of renewable energy
For the first time, Energy Communities are officially recognized as structures capable of producing, consuming and trading energy. As a result, households, local public administrations and SMEs can become active players in the local energy market.
The Greenpeace Romania letter, NRGCOM Ambassador and the involvement of Energy Cities Romania
In parallel with the adoption of the ordinance, Greenpeace Romania, NRGCOM Ambassador, launched an open letter addressed to the Ministry of Investments and European Projects, calling for the full preservation of the €500 million budget from the Just Transition Programme, funds that are essential for the development of Energy Communities and for honoring commitments to the European Commission. Energy Cities Romania joined this initiative, emphasizing that without these resources, local efforts would be compromised and commitments to the European Commission and to citizens would be called into question.
By engaging in the promotion of GEO 59/2025 and supporting the Greenpeace Romania letter, Energy Cities Romania reaffirms its commitment to transforming the energy transition into a participatory, transparent process driven by people. For citizens, these changes translate into lower costs, energy independence and the opportunity to capitalize on surplus energy through trading.
