Associated strategic partners: General Inspectorate for Emergency Situations (GIES)

The General Inspectorate for Emergency Situations (GIES) is the central institution in Romania tasked with coordinating civil protection and managing all phases of emergency situations—from preparedness and prevention to response and recovery. Functioning under the authority of the Ministry of Internal Affairs, GIES is entrusted with implementing national strategies and operational frameworks aimed at addressing a broad spectrum of risks, including natural disasters, technological incidents, biological, radiological and chemical threats, as well as environmental hazards.

GIES manages an extensive network of County Inspectorates for Emergency Situations, alongside professional fire and rescue units, ensuring rapid and effective intervention across the country. In addition, GIES is Romania’s main link for international cooperation in the field of civil protection, actively participating in structures such as the EU Civil Protection Mechanism.

The institution’s key areas of expertise include:

·         Continuous risk assessment and monitoring;

·         Development and implementation of national and local emergency response plans;

·         Coordination of intervention forces and specialized units;

·         Public education and professional training in civil protection;

·         Management and coordination of both national and international emergency assistance efforts.

In summary, GIES serves as a cornerstone of Romania’s national resilience strategy, while also actively advancing international cooperation in the field of emergency and disaster risk management.

In the SAFETY4TMF project, as a strategic associate partner of Babeș-Bolyai University, the General Inspectorate for Emergency Situations (GIES) brings its extensive practical experience and coordination capacity to strengthen the safety of tailings management facilities across the Danube River Basin.

IGSU will contribute to the development of harmonised procedures for risk management related to TMFs, revision and improvement of the Handbook for the development/enhancement of SOPs, drawing on its expertise in emergency planning, joint exercises, and cross-border response coordination, within the limits of its competences. Its involvement will support the creation of more coherent and effective preparedness frameworks, adapted to both national and transnational contexts.

As part of the project, GIES will participate in the review and refinement of training curricula and contribute to practical activities such as field simulations and knowledge exchange sessions. These actions aim to improve the readiness of both local and national stakeholders in managing TMF-specific risks.

By taking part in SAFETY4TMF, GIES helps bridge the gap between policy and practice, ensuring that strategic goals are translated into concrete, operational measures that enhance community safety and environmental protection throughout the region.
