Strategy to create the proper legal, technical and social conditions for ECs published
The NRGCOM project has published its first key output: the Strategy to create the proper legal, technical and social conditions for energy communities. This jointly developed document provides a transnational framework to overcome existing barriers and enable the widespread implementation of renewable energy communities (RECs) in the Danube Region.
The strategy envisions accessible energy from renewable sources with a low risk of dependence across the participating countries. Its mission is to ensure the necessary conditions for establishing and managing energy communities. To this end, the document focuses on four strategic objectives: creating a supportive legislative background and promoting legal harmonisation, developing economic conditions and funding opportunities, clarifying technical requirements and ensuring their adaptability, and building valued, empowered communities that actively contribute to local energy transitions.
The strategy outlines key findings from the project’s first year, based on an extensive review of national legal frameworks, operational practices, governance models, and stakeholder engagement in 12 Danube countries. It also provides a roadmap of practical steps to achieve a functioning and inclusive ecosystem for RECs. Importantly, the strategy is not only a reference tool for national and local authorities, but will also play a central role during the testing phase of pilot actions (A3.2 and A3.4). It will be further developed as the project progresses and ultimately incorporated into the final White Paper (Output 3.3).
By empowering communities to take part in clean energy generation and management, NRGCOM aims to foster greater energy independence, social inclusion, and sustainability in the Danube Region.
