Podgorica Endorses Action Plan to Strengthen Urban Climate Resilience
On 16 April 2026, the Capital City of Podgorica held a dedicated stakeholder meeting to present, discuss, and endorse the Action Plan to Tackle Urban Heat Islands (UHI) 2026–2029, developed within the framework of the Be Ready project.
The Action Plan was prepared by the Capital City project team, building on comprehensive vulnerability assessments, research activities, and the guidelines provided by the Danube Region Programme. Through a peer-review process and close collaboration with the local coalition of stakeholders, the proposed measures were refined to ensure they are practical, targeted, and ready for implementation.
During the meeting, participants discussed Podgorica’s growing climate challenges, including the increasing number of tropical days and nights, and explored solutions to enhance the city’s resilience. Special attention was given to creating synergies with the EU Mission “100 Climate-Neutral and Smart Cities by 2030” and the “Making Cities Resilient 2030” initiative.
The final discussions focused on actions under three key objectives, including the implementation of nature-based cooling solutions, strengthening institutional capacity, and defining a clear budget and implementation timeline.
The Action Plan received strong support from the local coalition and represents an important step towards a greener, more adaptive, and climate-resilient Podgorica.
