Transferable Solutions from Danube4SEecosystem
The COOPOWER HUB aims to connect organisations, experts and projects working towards more inclusive labour markets across the Danube Region. As part of this knowledge exchange, we are pleased to share several practical outputs developed by the recently completed Danube4SEecosystem project.
Practical tools for stronger local ecosystems
The Danube4SEecosystem project developed and tested a set of tools and methodologies designed to strengthen social economy ecosystems and support more effective cooperation between Social Enterprises and Local Public Authorities.
Skills Gap Assessment Tools
The Transnational D4SEE Skills Gap Assessment Tools help organisations assess existing skills and identify priority capacity-building needs.
The tools were tested with social enterprises and local public authorities across nine partner countries. They cover areas such as digitalisation, access to finance, sustainable business development, labour market inclusion and cooperation between public and social economy actors.
Capacity-Building Programme
The D4SEE Capacity Building Programme provides a flexible and modular framework combining training, mentoring, online microlearning and networking activities.
Differentiated learning pathways were developed for social enterprises and local public authorities, allowing the programme to respond to their different roles and needs and to be adapted to various national and institutional contexts.
Digital Training Platform
The D4SEE Digital Training Platform provides a multilingual and flexible digital learning environment for social enterprises and local public authorities.
It combines short learning modules, interactive assessments, automated progress tracking and micro-credentials. Social enterprises can access materials on entrepreneurship, management, digitalisation, financing, marketing and organisational development, while local public authorities can explore social economy policies, ecosystem development, public procurement and cooperation with social enterprises.
Mentor Training Programme
The Danube4SEecosystem Programme for Effective Mentor Training offers practical guidance and learning resources for preparing mentors to support social enterprises and local public authorities.
It combines mentoring methods, digital tools and practice-oriented materials. Its flexible structure allows it to be adapted to different training, advisory and capacity-building contexts.
Social Economy Support Methodology
The D4SEE Social Economy Support Methodology translates the experience of five pilot actions into practical and transferable cooperation models.
The methodology presents:
local government process audits in Slovakia;
local purchasing communities in Hungary;
socially responsible public procurement in Croatia;
labour market integration of vulnerable groups in Serbia;
strategic planning for integrating the social economy at local level in Bosnia and Herzegovina.
Each model includes practical implementation guidance, together with information on the resources, cooperation structures and local adaptations needed for its application.
Why are these solutions relevant to COOPOWER?
COOPOWER focuses on improving the labour market inclusion of vulnerable young people through stronger cooperation between public institutions, civil society organisations, employers, practitioners and other local actors.

assessing organisational and stakeholder capacities;
developing training or mentoring activities;
strengthening cooperation between sectors;
