Digital Tools for Nationwide Civic Action in Romania

How can a simple mobile application help remove more than one million kilograms of waste from the environment?

The agile pilot implemented by Let’s Do It, Romania! demonstrates how digital technology, civic engagement and cooperation with public authorities can create measurable impact on a national scale.

The organisation mobilises volunteers across Romania to address two persistent environmental challenges:

  • illegally dumped waste

  • invasive ragweed, a highly allergenic plant

Turning Citizens into Active Contributors

The reporting process is designed to be simple and accessible.

A citizen takes a photograph of illegally dumped waste or ragweed using the mobile application. The system automatically records the GPS location and submits the report to the Let’s Do It, Romania! team.

The submission is then verified and forwarded to the relevant public authority responsible for resolving the issue. Users can subsequently follow the progress of their report until the waste or invasive vegetation has been removed.

This digital workflow connects citizens, civil society organisations and public administrations in one coordinated process.

Improving an Existing and Proven Platform

The agile pilot did not create a completely new solution. Instead, it focused on enhancing an already successful civic engagement platform with additional features designed to increase transparency, user retention and administrative efficiency.

The improvements included:

Real-Time Status Updates

Users receive information about the progress of their reports. This strengthens transparency and helps citizens see that their participation leads to visible results.

Gamification and User Badges

A badge system rewards active users and encourages them to remain engaged over the long term. More than 1,000 users have already progressed to higher engagement levels.

Video Tutorials

Short instructional videos help users submit reports correctly. By reducing incomplete or non-compliant submissions, the tutorials also save valuable time for both the verification team and public authorities.

Nationwide Results

The platform has achieved significant results across all 41 Romanian counties:

  • 2,248 environmental reports submitted

  • 67.88% of reported cases resolved

  • 1,105,597 kilograms of waste removed

  • 9,000 unique users

  • more than 1,000 users reaching higher engagement levels

These figures demonstrate that civic technology can generate tangible environmental benefits while also strengthening cooperation between citizens and public institutions.

The Next Step: AI-Supported Processing

The next development phase will focus on introducing artificial intelligence into the platform’s backend.

AI-supported automation could help classify incoming reports, verify submissions, identify the responsible authority and accelerate processing. This would allow the platform to manage larger volumes of reports while reducing the administrative workload required for each case.

Lessons for Agile Piloting

The Romanian pilot highlights two important principles of agile piloting.

First, piloting is not limited to testing completely new technologies. It can also be used to validate new functionalities, user experiences and service layers that significantly increase the impact of an existing solution.

Second, although agile piloting often supports startups and commercially scalable innovations, non-profit organisations can create equally valuable outcomes. Their contribution may take the form of stronger civic participation, environmental improvements and practical solutions to challenges shared by communities across an entire country.

The experience of Let’s Do It, Romania! shows that meaningful innovation does not always begin with complex technology. Sometimes it begins with a citizen taking a photograph — and a digital system capable of turning that single action into real change.
